The Radiocommunications Agency (http://www.radio.gov.uk/) govern use and
misuse of radio broadcasting services and equipment: mobile phones and
jammers come under this heading, so try contecting them for authoritative
view on this topic perhaps.
The main legislation is the Wireless Telegraphy Acts 1949 and 1967 (WT
Acts 1949 and 1967), the Telecommunications Act 1984 (T Act 1984).
