There was a long thread of discussion about this in the uk.telecom
newsgroup in July 1999 under the heading "*Important: how to show your
'phone no." which you can find by searching <http://www.deja.com/>.
The official standard is the "ITU Recommendation E.123 (11/88) -
Notation for national and international telephone numbers" which you can
buy for 20 CHF (Swiss Francs) from their electronic bookshop at
<http://www.itu.int/itudoc/itu-t/rec/e/e123.html>. You can find
unofficial copies of it on the Web, but I should not help infringement
of copyright by giving URLs for them.
It appears that the recommendation is to set out numbers as follows:
Telephone: National: (0191) 234 5678
----------------------------------
International: +44 191 234 5678
(This will look correct only if you are viewing it in a fixed-pitch
font.) It is rather cumbersome, especially if you have to add a further
similar display for a fax number, but that's standards for you. The idea
is that parentheses are used only for parts of a number that may be
omitted in some circumstances, and no separator characters are used
other than spaces.
