Is there any intention within the MAGiC project to encourage institutions
that hold e-versions of Technical Reports to move them to a standard
interoperable archive structure such as that advocated by the Open
Archives Initiative? See:

This should improved both the visibility and the accessibility of this
material. It would also promote the idea of open interoperable archives
of academic information which could form the basis of a new form of
academic publishing.
In addition, a distributed archive with each institution maintaining its
own collection might scale more easily than a centralised archive which
seems from your note to be part of the proposal for MAGiC.
