Could you clarify? What do you mean by "using material"? Do you mean
that they have copied material from your site? The start of your message
suggests that people are being referred from this site to your site,
which suggests a link.
Are you wondering what to do 1) about the existence of this site which
may be breaking the law or 2) about this site's use of material that's
copyrighted to you or your institution?
