With the obvious increase in demand for trans-Atlantic content growing
exponentially a few years ago, wasn't it simply the case that to avoid JANET
having to pass US-UK bandwidth charges on to HE/FE instituitions a proxy
system was suggested to store/serve regularly requested pages?
