Hi Claire,
We have just been through a similar exercie here at the University of
Adelaide. Our request forms are submitted electronically. The department
gives higher degree students account codes and states the number of
requests they can have.
The ILL office supplies a copy of ILL request supplied at the end of each
month so that the department can check that students have not requested
more than the budget allows. I don't know of any instances of students
abusing this system.
