3. The Ionising Radiation (Medical Exposure) Regulations 2000
The Ionising Radiation (Medical Exposure) Regulations 2000 (IR(ME)R2000), which govern the use of ionising radiation in healthcare came into force on 13 May 2000. Ionising radiation is used in diagnostic imaging (e.g. radiology departments, operating theatres etc), nuclear medicine and radiotherapy and there are recognised risks associated with its use. The Regulations are intended to protect individuals undergoing medical exposures and to ensure that persons involved in the use of ionising radiation are adequately and appropriately trained.
The Regulations are enforced as Health and Safety Regulations and the enforcing authority in England is the Department of Health.
The new Regulations identify specific duty holders on whom clear responsibilities are placed. The 'Employer' (i.e. a Trust in the NHS) is obliged under the Regulations to create a framework for the safe, efficient and effective delivery of ionising radiation by the provision of standard operating procedures. The 'Employer' is responsible in law for ensuring these procedures are in place. The Regulations also require healthcare professionals to comply with the procedures.
The IR(ME) Regulations can be found on the Internet at www.legislation.hmso.gov.uk/si/si2000/20001059.htm
The Regulations are supported by non-statutory guidance, which is available on the Internet at www.doh.gov.uk/irmer.htm
