1. Modernising Critical Care Services
23/05/00 Comprehensive Critical Care, the Report of the Expert Group on
Critical Care Services, outlines a modernisation programme to develop
consistent and comprehensive critical care services. It highlights the need
for action in four areas:
- A hospital-wide approach to critical care with services which extend
beyond the physical boundaries of intensive care and high dependency units,
making optimum use of available resources, including beds.
- A networked service across the NHS Trusts which together serve one or
more local health economies, meeting the critical care needs of those
within the network, minimising the need for transfer outside.
- Workforce development including the recruitment, training and
development of medical and nursing staff, and balancing the skill mix so
that professional staff are able to delegate less skilled and non-clinical
tasks.
- Better information with all critical care services collecting reliable
management information, and participating in outcome-focussed clinical
audit.
HSC 2000/17 :
- summarises the modernisation programme, and sets out the requirements
for additional critical care capacity for winter 2000/01.
- allocates additional resources for critical care capacity during
2000/01 (£145 million in adult critical care services, including £2.5
million to support local service redesign, and £5 million for neonatal
intensive care).
- sets out indicative allocations for the eight Regions.
Allocations will be made to Health Authorities by the end of June.

2. Personal Medical Services: Application Process for Third Wave Pilots
24/05/00 – HSC 2000/18. This circular invites applications for the
establishment of third wave Personal Medical Services pilots; and to
provide guidance, a timetable and outline conditions for applications to
Health Authorities, NHS Community and Primary Care Trusts and the wider
health community. From 1 April 2000, health authorities should, wherever
possible, delegate the management of PMS contracts to PCTs, and the
attached copy of the PMS implementation directions
reflects these changes.

3. Invest to Save Budget: Round 3 – Bidding Guidance
HM Treasury has launched the bidding process for the Invest to Save Budget
(ISB): Round 3. The ISB is designed to help develop projects which bring
together two or more public service bodies to deliver services in an
innovative and more efficient fashion. HM Treasury Guidance is available on
their website at www.hm-treasury.gov.uk/isb/. Bids are invited from
Central Government departments and their Agencies; *Public corporations;
Health authorities; Fire authorities; Police authorities; and, Local
authorities covered by Part IV of the Local Government and Housing Act
1989.
Project bids related to health or personal social services will require the
support from the Department of Health. In Round 1, the Department of
Health secured £8 million over three years to fund a joint call centre
project. In Round 2, the Department secured a total of £8 million to fund
20 projects across health and social services. Those seeking support from

The centrepeice for NHS Week this year will the Learning Exchange
incorporating the Nye Bevan Awards at the London Arena on 5th July 2000.
You will have already received information from Sir Alan Langlands inviting
you to nominate delegates for the event. Regional Offices are
co-ordinating the nominations for the Nye Bevan awards through the
Strategic Planning, Communications and R&D teams. There are three
categories this year: Modernisation Impact, Lifetime Achievement and
Tomorrow's World Innovation in Health.
To help you plan local activity for NHS Week and to begin the build up for
the publication of the National Plan your communications leads have been
sent the first part of a four part Local Resource Pack. Further copies are

7. Winter 2000/01: Capacity Planning for Health and Social Care: Emergency
Care and Social Care

- sets out arrangements for planning emergency and elective care at
local level to ensure that services respond well to seasonal pressures
whilst maintaining progress in reducing waiting lists.
- summarises the arrangements for whole system planning with social
care, intermediate care, primary care and the independent sector.
- gives the actions to be taken to ensure high quality services are
provided for local people throughout the year.
- sets out changes to the influenza immunisation policy to require
health and social service employers to offer immunisation to staff.
Action. Health Authorities should:
- re-convene Local Winter Planning Groups (LWPGs) to ensure effective
service and contingency planning for winter 2000/01, including planning for
emergency and elective work on a year-round whole-system basis;
- ensure LWPGs are established by 31 May 2000 and include
representatives of all NHS organisations, local councils with social
services responsibilities and other local partners including the voluntary
and independent sector;
- nominate a senior officer to co-ordinate the work of the Local Winter
Planning Group and lead on service planning for winter, notifying the
Regional Office of this officer’s name by 31 May 2000;
- submit with social services authorities a single agreed draft plan
covering the local health and social care community for winter 2000/01 by
31 July to NHS Executive Regional Offices and Social Care Regions, with
plans to be finalised with Regional Offices and Social Care Regions by 30
September;
- ensure winter plans are closely tied to waiting list plans and Health
Improvement Programmes;
- ensure NHS Direct is fully involved from the outset in winter
planning;
- maintain senior management input to ensure both effective planning and
delivery.

8. The Promoting Independence: Partnership Grant 1999/2000 reference Local

A reminder that local authorities must provide the Secretary of State via
SCR by the 31 May 2000 with 2 copies of a report which sets out what
actions they have taken to implement their plan (which was provided to the
Secretary of State by the 31 May 1999 and submitted to SCR), including
details of progress using the indicators set out in the plan. This should
set out how the grant was used, what improvements were achieved and the
extent to which any targets in the plan were met.

A reminder that local authorities must provide the Secretary of State, via
Social Care Regions and NHS Executive Regional offices, with a copy each of
a plan, which has been agreed with all the health authorities and /or PCTs
that provide services in the area served by the local authority and jointly
signed by them. This plan must be provided by 31 May 2000.
