Dear int-bounder colleaques,

First of all I thank the forum for accepting me and including me in the
list.

I herewith introduce myself to the forum. My name is Ir. Klaas J.
Villanueva, an Indonesian with origins from east Indonesia (Moluccas). I am
a senior lecturer at the Department of Geodetic Engineering (= Geomatics) of
the Institute of Technology Bandung and am also the newly appointed (4
months old) Deputy for Mapping at BAKOSURTANAL (an acronym for National
Coordinating Agency for Surveys and Mapping).

Under the latter function I am in charge of matters regarding determination
of international land and maritime boundaries as well as that of local
administrative boundaries (of autonomous provinces and districts). We are in
the midst of re-validating base-points and base-lines to define Indonesia's
international maritime boundaries. With East Timor becoming and independent
state and local regions (districts) gaining extensive autonomy (Law Nr.
22/1999), we have now 26 (becoming at least 28) provinces and some 340
districts, boundary determination activities will be of high priority

E.g. Law Nr. 22/1999 stipulates sea boundaries of districts will be 4
nautical miles from the shore-line (base-line), while that of provinces will
be from 4 nautical miles to 12 nautical miles from the shore-line. All other
maritime areas will be administered by the national government. I trust that
all of you do have a rough idea of the Indonesian Archipelagic State, which
consist of more than 15000 islands, spanning about 1/8 of the equator, and
the problems we will face in the adjudication and in 'coordinating' (giving
coordinates in the national geodetic reference system) of base points and of
land and sea boundaries of the districts, with their 'adjacent islands'.

I myself do have a more geodetic background (physical geodesy, geodetic
astronomy, satellite geodesy, GPS Positioning, geodetic datum problems /
coordinate systems and  map projections, etc.) and also somewhat in land
registration, and is at present temporary in charge of establishing a Land
Administration Study Center at the Intitute of Technology Bandung, with
emphasis on legal and fiscal cadastre and land administration systems
(subjects related to land parcel based boundaries). I am quite acquainted
with GALOS and ABLOS activities and is now tuning-in to other UNCLOS issues,
although technical aspects will still have priority. This high regarded
int-boundaries forum could be of much help to me in my work. Some other
activities at the National Mapping Institute are supervising digital
topographic base mapping projects (1:25000 and smaller), coastal mapping,
and some coordinating activities related to the establishment of kind of an
NSDI, as we are in a stage of transformation from a paper based to a digital
based spatial data infrastructure.

I think this will do as an introduction.
