TWO ECONOMIC ADVISER POSTS IN THE CENTRAL ECONOMICS (CORE) TEAM PUBLIC
SERVICE DIRECTORATE

1.SPONSORING EVIDENCE BASED POLICY FORMATION ACROSS WHITEHALL
The CORE Economics team in H M Treasury is at the forefront of a major drive
to increase the evidence base of policy across Whitehall's spending
departments. CORE has created an unit, comprising three Economic Advisers
and two assistant economists (range D) to lead this work. This advertisement
is for the third Adviser in the unit.
CORE has responsibility for implementing key recommendations of the PIU
report on modelling and analysis in central government ("Adding It Up")
which concludes that the team "should review departmental analytical
strategies to identify deficiencies, gaps and overlaps". The aim is to
assess the evidence base available to departments in devising strategies for
the delivery of their objectives, and to spur departments to make good the
gaps (partly through managing the £4m "Evidence-Based Policy Fund"), and
ultimately to adapt policy according to the evidence.
2. PROMOTING YARDSTICK COMPETITION BETWEEN DELIVERERS OF PUBLIC SERVICES
The CORE Economics team in H M Treasury is creating a new post to stimulate
improvement in the cost-effectiveness of the public services through
yardstick competition. The postholder will stimulate, drive and advise on
the creation and use of robust indicators of comparative local performance
across a range of public services.
Rigorous comparison of performance is a key plank in the government's agenda
of reform and modernisation of the public services, both under the Best
Value cost-effectiveness agenda (upon which the Treasury is working with
DETR), and more generally to address variations in performance (a priority
arising from the spending review). Measurement of performance must be
sufficiently sophisticated as to avoid perverse incentives (by taking
account of differential local cost- and outcome drivers) and yet
sufficiently transparent to motivate performance improvement.
To meet this challenge, the Treasury is seeking an enthusiastic and able
economist to work closely with other departments, with service providers,
and with academic experts in the field, to promote the creation of focussed
and challenging measures and dissemination systems.
The CORE team is situate in the Public Services Directorate in HMT. Its aim
is "to boost the efficiency and effectiveness of public services by leading
the economic analysis of over-arching public service questions, and by
raising the quality of micro-economics both in the Treasury and across
Whitehall".
Each member of the CORE team takes additional responsibility for overseeing
developments across the different initiatives for a particular policy area.
To do this, they form working teams (formal or informal) including analysts
from spending teams and departments, and academics. To avoid replicating
departmentalism, these areas of expertise focus upon themes, by client group
and/or by cross-cutting objective. The allocation of secondary
responsibilities is determined according to skills and preferences of the
team members.
Skills Required
Candidates should possess the following:
* a good Economics degree and preferably a Master's
qualification;
* at least three years' professional economic analysis
experience;
* a good understanding of theoretical and applied economics;
* influencing and communication skills;
* initiative and enthusiasm;
* some understanding of economic modelling and analysis
techniques;
* the ability to coordinate working relationships across
government and academia.
