One issue which, in my opinion,
should be raised by the ILT is the
vexed issue related to the "quality" of
publishers. It seems that during
previous RAE's , papers published
would only be taken into account if
they were published in Journals and
Publications from a more or less
"hidden" list of publishers.
This automatically disqualified staff
who, because of the nature of their
work, tend to publish abroad, in
Journals and Reviews which are fully
recognised as valid research journals
and publications by the international
(non-anglophone) community, and
which are fully taken into account for
promotion purposes in those
countries.
The UK having been in the ECC/EU
since 1974, isn't it time to review this
quaint and rather backward view of
what constitutes a research
(pedagogic or not) paper?
