You could use a Bayesian approach to the problem. Put the analysis in
terms of Bayesian Statistical Decision theory. It is a methodology that
is theoretically complete and provides a very nice mechanism for learning.
Further, there are simple ways to include Precaution into the analysis.

And here is another forum I participate on where we also discussed the PP
and Baysian Decision Theory.
Note, Decision Theory is about using statistical techniques in helping one
make decisions. Hence, I think it could be quite usefull in addressing
this problem.
