Currently just about any form of energy generation would be economical in
California due to the extremely high generation prices due to a variety of
factors such as market power on the part of electricity generators here in
California and bad policy decisions by the relevant governmental agencies.
Hydro energy is the only form of renewable energy that is currently cheap.
However, it is usually frowned upon by environmentalists.

This price differential is due to the market power of the generators.
John is either ignorant of this fact or is purposefully not including it.
The Federal Energy Regulatory Commission has released a statement that the
prices of electricity in California are unjust and unreasonable. That is,
the high prices are the result of bad policy decisions by the relevant
agencies and market power on the part of the electricity generators.
And no, California utilities (SDG&E, PG&E and SCE) have very little
generating capacity.
