At the University of Nottingham we do hand out all certificates at
graduation ceremonies. Responses to your questions below:

when the student has crossed the stage they come down a ramp
and are handed the certificate at the bottom.

produces all the certificates

we use brown envelopes not scrolls so that makes it easier. We
get name labels printed off in the same order as the proceedings
by our Print Unit which produces the proceedings and then pack
the certificates accordingly so they are all in the correct order.
This includes in abs so we then fish those out just before each
ceremony (again from the proceedings where the in abs are
marked).
We have investigated the possible use of envelopes with a
transparent front so that name labels don't have to be used but
have never found anything suitable.
