Yes normally - though borrowing from private sources, e.g.
relatives, if it must be repaid, is also acceptable, or even their own
savings,which is also a form of borrowing . We dont think frugal
students should be penalised against more profligate previous spenders.
They must also have evidence of a shortfall in income over expenditure
to get a grant.
