As I recall, students repeating a year of study, either
partially or fully, did not receive fee or grant support
unless the Institution concerned supported them by
presenting a case to their LEA. Thus the student had to
initiate and convince the Institution of the validity and
strength of their case. It seems to me that there ought to
be a default situation of no support unless such a case is
presented. This must surely be preferable to reporting on
every case however hopeless that case might be. It also
puts the onus on the student to be proactive. In those
circumstances a pro-forma of the type suggested may be
useful but I cannot see an Institution being in the
position to report on all failing students in September in
the detail suggested in SSIN21.
