According to the text from the Ministry of Foreign Affairs in Tokyo,
the adopted resolution from Commission for Social Development
(E/CN.5/2004/L.6/Rev.1)
states that ECOSOC "Recommends to the General Assembly to consider
the suggested supplement to the Standard Rules contained in the annex
of the report E.CN.5/2004/4, with a view to completing its
consideration at its 59th session", which is much weaker than
the original which stated "Decides to adopt ....". I hear it was the
U.S. government which insisted on this change.

Para. 33 is particularly important in connection with the convention
and users and survivors of psychiatry.
