GPRS is "General Packet Radio Service" and is a data add-on to GSM.
Not to be confused with GPS, the "Global Positioning System" that uses
satellites to assist the receiver in knowing where it is (and *doesn't*
as is widely mistaken by journalists, send your position up to a
satellite).
Having said that, a GPRS user is trackable via their mobile phone
location data.
