Museum
Noted racing historian and author Edward Hotaling donated six
newspapers with dates from May 1847 to May 1978 to the
collection bearing his name at the National Museum of Racing

RALEIGH, N.C. -- An 1861 letter from Confederate President Jefferson Davis to North
Carolina's secessionist governor has been returned to the state's archives after it turned
up for sale at an auction house, officials said Monday.
Davis wrote to Gov. John W. Ellis three days after North Carolina seceded from the Union.
Davis was responding to Ellis' appeal for machinery from Virginia to make small arms.

Topeka — Gov. Kathleen Sebelius signed a bill Monday to strengthen the state's
Open Records Act, but a Kansas Press Assn. official said his group would push for
other changes next year.
The changes take effect July 1. They clarify and tighten existing
law on what government records can be kept confidential, as well
as allow the awarding of attorneys' fees to people seeking records in some cases
where an agency has denied access to those records in bad faith.
